The deprecated multibranch project plugin does not support configuring per-project build authorization. We use automatic build triggers from SCM which causes the builds to run as SYSTEM user.

The "authorization" menu item is available in the individual subprojects for each branch. I have not tested yet, whether it would work to configure the individual branch projects, but even if works, it would not be feasible to configure each branch separately.
