Not able to change timezone used in jenkins.err.log

      Our Jenkins server and users are all in same timezone and we are facing issues when we look at jenkins.err.log file. It always display time in UTC and does not honor system time zone or user time zone.

      Using System.setProperty('org.apache.commons.jelly.tags.fmt.timeZone', 'America/Los_Angeles') does not make any difference.

      How can we set timezone used in jenkins.err.log to our timezone ?
