When upgrading to Jenkins 2.332.1 and starting the service, the following error occurs

java.lang.ClassNotFoundException: jenkins.util.SystemProperties$Listener

This is upgrading from 2.319.3 which works fine. Plugins are all up to date. Tried variations of different plugin versions as well Jenkins versions too but all result in the same error. There is nothing obvious in the stack trace to why this might be occurring or from what plugin might be trying to do this. OS is RHEL7 and using SystemD to start the service.
