The size of the text in /legend is small compared to the size of the icons in the legend creating an inbalance between the visuals.

Steps to reproduce

• Install and configure Jenkins 2.332.2 or Jenkins {{2.354 }}(or ensure you have access to one of these - e.g. https://ci.jenkins.io/legend ) 
• Visit $JENKINS_URL/legend .

Expected results

• The size of the text is proportionate to the size of the icon.
• The overall feel of the page is in proportion (e.g. the icons are not teeny and the text also teeny, nor is everything HUGE)

Actual results

The icons are using the xl size and text is normal text creating an imbalance between the size of the icon and the size of the text.
