reproducing steps are easy:

try to use "unzip" method from the plugin pipeline utility steps in order to unzip the following file: https://github.com/portapps/innosetup-portable/releases/download/6.2.0-5/innosetup-portable-win32-6.2.0-5.7z

make sure to do it on a windows 10 machine, so the environment is as close as possible to ours.

it fails with the error: "zip END header not found".
