Version Number Plugin would be improved if 'Coordinated Univeral Time' could be used when caluculating BUILDS_TODAY

      In our environment, all build identifications use UTC. It would be helpful for us (and hopefully for others) if the Version Number Plugin recognized a user selection of UTC (vs. local time).
