Jenkins logo headless when server is starting

    Description

      When Jenkins starts up the logo is headless. See attached screenshot.

      I've noticed this for about a month, probably at least since 1.432.

          on a secured site where you have to log in to see anything, Jenkins is still headless using 1.437 on the login page

          this appears to be all resolved now i have verified these other 2 screens using jenkins version 1.446
