Description
Create a REST API to control backups.
It will help people to create some tasks to do backups and restore them.

added a comment - This is another way to cover the use case of having the backup copied somewhere else easily (so if the disk on the machine dies, it doesn't destroy my backups as well).
Either this, JENKINS-12125 or JENKINS-20761 would make this possible, by allowing us to do something after the backup (in the others by adding something done after the backup, here by starting the backup from a script). Starting it from Groovy would be ok to for that in fact.
