Wipeout cleaner uses the AsyncResourcePlugin and defers workspace deletion. For standalone nodes with live channel this works perfectly. However there are cases when in the time when a Disposable is executed, the node isn't still available. In that case there are increasing number of workspace_ws_cleanup_XYZ directories created with the original content and diskspace is wasted indefinitely.

Especially in cloud environment nodes can be reused without retain the whole workspace and we need a way how to disable the deferred execution of wipeout.

[JENKINS-53740] Introduce a way how to disable deferred Wipeout

Using ws-cleanup-plugin 0.37 and ssh-slaves-plugin 1.29.4 the "workspace_ws-cleanup_XXX" folders are still created on Jenkins Slaves (Maybe it relies on JENKINS-55443 as Folders can't be removed on slaves currently ...)
