plugin upload should warn about uploaded plugins getting used after a restart

      Hi,

      when you currently upload a plugin the plugin hdi gets stored on the filesystem
      and that's it. The gui don't name the plugin to be inactive until next restart
      or something; it doesn't say anything.

      Hudson should list all found plugins in the plugin folder and give a status like
      Active, Disabled, Inactive until restart.
