Given a Jenkins cluster with large number of jobs, each using a single Trac instance for browing source control

I'd like to be able to configure an "All Job Default" for the trac uri and SCM Browser

So that I only have to configure the setting in a single place, once.

• URL is set in the adminstrative Manage Jenkins page
• SCM Browser "auto" works to detect Trac
• Specific jobs can override the configuration if necessary
