Project description field with a long text renders configuration page unusable

      When using long text lines in the project's description field the whole project configuration page becomes too wide, I guess the reason is that there is neither a text wrapping in the project description field nor a horizontal scrolling when the text is longer the current page width.

          this is a dup of JENKINS-29632
          that issue is more generic, though created after this.

          this bug doesn't apply to just the description setter plugin, or the desc field. it applies to most every field in job settings
