I'm creating jobs automatically from a pre-configured "template" config.xml file using the Jenkins job creation API. However, if I set up the template through the Jenkins web interface with the promotions plugin and save the config.xml file, creating a new job from that doesn't enable the promotions plugin. This prevents me from automatically creating jobs that use the promotions plugin.
