Allow users to define threshold values

      For the purpose of feedback about code health, it would be useful to define a threshold value for e.g. the cyclomatic complexity. When code gets unmaintainable, the build would be set to unstable or it would fail. Same applies to the CodeLine/Comments-Ratio.

      I would be very happy to get integration to other plugins like the Analysis Collector PlugIn as well.
