can not override PATH variable in slave config

      we append to the PATH variable in Slave configuration by defining a new environment variable, and setting it to the following:
      /our/new/binary:$PATH

      this was working until 1.529, but, after upgrading to 1.534, this no longer works. it looks like the $PATH is not being expanded to the full path.
