Upgrade bundled versions of credentials and ssh-slaves so we can assume <c:select/> available

    Description

      once credentials 1.9.1 is assumed minimum version present in Jenkins we can rely on <c:select/> in place of <f:select/> so that when the credentials plugin adds support for in-place credential addition every plugin using credentials will get in-place addition for free
