Queued builds count down but than reset and are stuck

      I upgrade Hudson yesterday to 1.248 because one of our svn repositories was
      upgraded to 1.5 and these builds didn't work. A different problem has shown up.
      The quiet period was set to 120 (seconds). When I checked in code the build
      showed up in the queue. It counted down to 1 min and than bumped itself back up
      to 2 minutes. All the builds were doing this and remained stuck in the queue.
      When I bumped the quiet period down to 30 or 50 seconds the problem went away.

          presumably your jobs poll SCM for changes every minute.. if so, this is issue #2180
