      I have been testing a build and created several different promotion steps, some of which I have long since deleted. However each time the build succeeds the deleted promotion steps keep getting executed. I have no idea how to remove these steps and they are causing my builds to consistencly fail because the old steps conflict with the new ones.

      Is there any workaround I can do to quickly get this up and running as this is a huge issue for me

          For what it's worth I was able to unblock myself by stopping all slaves and master and going to my jobs promotion folder on the master and deleting the configurations that wouldn't go away. That seemed to do the trick.

          If you don't stop Jenkins then if you delete those steps they get rewritten during the promotion step so it seems like they are somehow cached?

          This was happening only on few jobs that was copied over few times. But stopping jenkins server and then deleting those promotion manually worked for me as well.

          When I run Jenkins in the version 1.554.2, which is the minimum required core version for the plugin, the issue doesn't occur. But when I run it with a newer version 1.596.3 the issue is there.
          So it seems that there is a change in the core, which produce this problem.

          Sorry, over last months I had no time to work on the plugin, because I had to focus on the Jenkins core and other projects. I also have not been using this plugin on my own since 2016. So I have decided to unassign the issues so that there is no expectation that I work on them anytime soon.

          Currently the plugin is being transfered to another maintainer. Hopefully he will have some time to finish triaging of the issues and maybe to deliver some fixes. But, as in any community-driven project, everybody is welcome to propose pull requests and to contribute to the plugin's state.
