Users with project create credentials permission are unable to add new credentials

      Scenario:

      • User A has global view credentials permission
      • User A has project create/delete/managedomains/update/view credentials permission
      • When the user wants to add a new credentials in a jenkins job, the Add button is greyed out
      • In the left side credentials menu the user doesn't have the Add Credentials option

      If I add to the user global permissions, it can add/update credentials, but it can see/edit every other user's credentials as well.

          I am NOT able to reproduce this issue with version Jenkins ver. 1.609, neither 1.651

          This issue needs the version of Jenkins core used and a bit more of information for reproduction.
