Sync Branches trigger always runs every minute

      When "Sync Branches Trigger" is set to "Periodically if not otherwise run", it ignores the time selected by the user and always executes every minute. If the configuration page is saved and reloaded, it reverts to showing "1 minute" rather than the user's selection.
