2.0 setup wizard - Notifications and Publishing never highlighted.

    Description

      When you scroll in the "cusomtize the plugins to install" in the setup wizard the category you are in is highlighted on the left.

      However - scroll to the bottom and "Distributed builds" is still highlighted.
      Click on "Notifications and Publishing" and "Distributed builds" is still highlighted.

            For the case where you click the section on the left side, we should be able to show it selected properly. There was a similar problem on the configuration page tabs and a fix was made to highlight the clicked section.

            Not sure what we can do about this in the scroll case. If you don't click, it's ambiguous which section is "active". As currently coded, the top-most section title on the screen is highlighted.
