Create a provider like UpstreamComitterRecipientProvider from JENKINS-17742 for UpstreamComitterSinceLastSuccess which gets all committers of changes since the current job was last successful.

This should look up the entire tree of job dependencies and find all committers since you may have multiple upstream jobs that do scm checkouts.
