Currently the pipeline results screen (showing the stage graph) expects that there is one or more stages for steps to "hang off".

Yet it is quite common to have simple pipelines that don't have any stages, only steps. In this case, a listing of steps alone should be shown (almost as if there is one single, invisible stage, that they all come under).

This is dependent on the api support for getting steps outside of a stage JENKINS-35771
