Jira login information should be scrambled in the configuration file

      It would be really nice if the jira configuration file would mask the JIRA login
      information (at least the password). When Hudson is deployed to a shared server
      this could be a problem if a specific user has to use their login for Hudson.

      From dupe JENKINS-4467: "Please use class hudson.util.Scrambler to store the password encrypted
      and to decrypt it before login (as the Subversion plugin does)."
