Persistent search/overviews/filtered views

      Some clear feedback is that in large installations it is hard to have "overviews".
      People use folders, and views, to provide this currently with some success. We already have WIP on making a global search facility, but this is separate

      It is worth investigating this. There are existing Views in jenkins which can be re-used via the api (similar to favourites) so people can build on what they have, and also provides a means of persisting a search/view.

      In Scope:

      • How to allow users to see a list of pre-established filtered views (whatever they are called, stored searches?) (similar to favourites)
      • How a filtered view is presented when on screen (so it is clear it is a subset, not the whole)
      • Should views be global vs personal (I think global, favs for personal)?
      • How to allow users to search + turn that into a view (make a new view)
      • Do we allow full regex or something simpler
      • Should folders be explicitly catered for (preferred direction is to use overlapping views/tags over folders which are exclusive and structural)?

      Out of scope:

      • Adding tagging or labelling or anything new
