[JENKINS-41042] New Pipeline doesnt work if view: All not available.

Description

Original: The *New Pipeline* button in blue-ocean doesn't work for as I don't have a All view and have custom views. The New Pipeline takes me to *https://jenkins/view/All/newJob* but I dont have a All view (deleted that and have custom views) so that fails. Instead of hardcoding All, it needs to check for views and give that as an option to add the new pipeline job to.

Thanks for reporting this. We will be replacing the "New Item" screen with our new Creation flow as described in JENKINS-36588.
