Not all Blue Ocean users will have GitHub hooks to tell Jenkins when new branches are create.

We need buttons in Blue Ocean ("Check for Changes"):

• to re-scan repo for new branches.
• to re-scan one branch (called a "Pipeline" in Blue Ocean)
