Upgrading throttle-concurrent-builts-plguin från 1.9 -> 2.0 disables ability for nodes to connect in Jenkins LTS

Running latest LTS 2.46.3 on RHEL7 64bit without any container (i.e no tomcat) with Oracle JRE 1.8.45 in a VMware-cluster. No reverseproxy, nodes are executed from commandline.
