Currently, the "Shutdown Only (Do Not Delete) After Retention Time" option on the plugin does an os shutdown or power off on the VM, We need an option to deallocate the VM after shutdown so that compute charges are not incurred during the poweroff period.  Looks like Azure provides an API for deallocating.
