Create GSoC project proposal documents

    Description

      Project champions from the community, mentors, and students can all create project proposals. Creating them on the website through pull-requests is rather tedious. During the GSoC 2018 review, we decided to manage project proposals as google docs. We thus need to create:

      • A project proposal template
      • A master document linking to the different project proposals
