[JENKINS-54344] Add an AdministrativeMonitor to check/warn critical aspects of an Evergreen instance

If something goes very wrong on an Evergreen instance, it's currently hard to surface it to the user.
E.g.

Using an AdministrativeMonitor, we could setup a serie of tests to check things look fine, and if not surface it to the user.

Idea from alecharp I thought I'd file here to remember.
