Issues related to GitLab Blueocean plugin and GitLab Plugin

This epic contains issues for the phase 3 where:

1) The remaining GitLab Plugin Implementation outstanding from the previous phase

2) A new plugin GitLab Blueocean Plugin will be developed with support for Pipelines from GitLab Branch Sources and some other improvements like tags discovery
