See https://github.com/jenkinsci/jenkins/releases/tag/jenkins-2.214 for example. Some of the GitHub user IDs cannot be resolved, because commit authors do not add their emails to GitHub profiles. In such case it would be great to resolve the author using the GitHub Pull Request Creator account (e.g. add this account as author by default, deduplicate emails if the name matches).
