Plugin manager fails to load while navigating to the manage plugins view

      On clicking the ManageJenkins-> Manage Plugins

       

      The page load fails with the below javascript  error as in console 

      Uncaught TypeError: Cannot read property 'get' of undefined
      at _createResponder (prototype.js:5615)
      at Function.observe (prototype.js:5694)
      at initPluginRowHandling (_table.js:350)
      at _table.js:406
      at responder (prototype.js:5656)
