EC2 spot fleet plugin does not scale down cluster

      Production. Jenkins v2.164.3, plugin v2.2.0

      I use this plugin to manage my AWS EC2 spot fleet clusters. I have the minimum cluster size set to 1, and idle timeout set to 15 mins, and the cluster does not scale down. I KNOW we don't have any activity overnight for example, but my cluster size does not scale down.
