The most recent weekly releases (including) Jenkins 2.275 breaks the ability to reorder manually created parameters on a job. When you try to move a parameter with the mover icon, it will automatically start scrolling up. You can't move a parameter down at all and you have little to no control to properly place the parameter when moving it up.
