Ec2 plugin cannot longer provision spot ec2 instance that has public ip after upgrade to latest version 1.66

      Recently I upgraded the EC2 plugin from 1.45 to 1.66 and after the upgrade, I noticed that my spot instance started by the plugin does not have public IP, as a result, all the builds failed since cloning repo doesn't work and downloading from the internet does not work as well.
