Reproduction steps:
- Install a plugin
 - Disable the plugin
 - Uninstall the plugin
 - Re-install the plugin
 
At this point, the plugin is installed, but disabled.
As a user, I was very surprised to not see the features from the plugin and had to look back that it was disabled. I expected to see the status to be reset after uninstalling.
This behavior is even weirder when you are installing a new plugin which has a dependency that falls into this situation, leading to the new plugin being not active due to an old disabled + uninstalled plugins.
(Filling as a minor bug, no worries if someone wants to move it as a improvement/other)
