The Legacy APIToken support was replaced 5 years ago and disabled by default for new installs.

Users have had 5 years to update/migrate which should be considered enough that we should remove support for legacy tokens given they are generally insecure.

Acceptance Criteria

• All code for ApiTokenProperty.apiToken is removed
• Confgration options related to the legacy token are removed (ApiTokenPropertySHOW_LEGACY_TOKEN_TO_ADMINS, ApiTokenPropertyConfiguration#tokenGenerationOnCreationEnabled, ApiTokenPropertyConfiguration#creationOfLegacyTokenEnabled
• Related Admin monitors are removed
