The Azure Dev Spaces plugin page currently includes this note:

Important: this plugin is retired. Azure Dev Spaces is being retired and will stop working on October 31, 2023.

However, Microsoft sped up the plan and retired Azure Dev Spaces already on May 15, 2021. References:

As such, the plugin has already stopped working. Please deprecate it formally and remove it from the update center as described in https://www.jenkins.io/doc/developer/plugin-governance/deprecating-or-removing-plugin/, so that it is no longer offered to users.
