Consistent test failures are visible on the Java 21 Pipeline on ci.jenkins.io of the pull request. I don't see those failures on my local system. I don't have time for further evaluation. This will need to wait until someone else can investigate or I return to the task after my holidays.

Problem was the Jenkins version that I had selected as the target for the test. Jenkins 2.414 fails three tests in the docker-plugin. The same tests pass in 2.401.3. I adjusted the target version of the test to be 2.401.3 and opened JENKINS-71825 to investigate the failure with 2.414.
