Promoted builds plugin can't detect folder level stored credentials

      I am trying to use credentials that are defined on the folder but when promotion happens, it fails to identify the credential ID. I checked with SYSTEM credentials, and in that case, it worked. So I think this is specifically tied with how creds are stored (system vs folder)
