In JENKINS-73470 we created the new option "Hide Sandbox checkbox in pipeline jobs", but it was created in the scope of the workflow-cps-plugin.

There are some other plugins offering the Sandbox option, so we need to unify the current implementation of the "Hide Sandbox checkbox in pipeline jobs" to apply to all the plugin relying on the sandbox execution.

The scope of this ticket is just to create the global option at the "script-security-plugin" scope and adapt the current implementation done in JENKINS-73470 to use it.
