      When Hudson is moved in to "prepare for shutdown" mode in the "Manage Hudson" view, no further builds are queued.

      I would expect that builds would enter the queue but not be executed until Hudson is restarted. Instead it seems that when the subversion commit trigger fires, it is simply ignored and no new builds are queued. This results in a bunch of missing builds for any commits that occur during the "prepare for shutdown" period.
