Repro steps:
1. In a freestyle software project build, check the "promote builds when" box
2. Choose anything for a criteria
3. Under "Actions," choose "Build other projects" and enter a project to build

Expected: the projects listed under "build other projects" appear as downstream projects relative to this build.
Actual: ...not the above

If this worked as expected, I could use this plugin to manage an annoyingly complex build-test chain that I need to set up. Without it, I can't make the whole test stack block while the jobs are running.
