projects downstream of a matrix are triggered N times where N is the number of configurations in the matrix

      I would expect that a project downstream of a matrix project would be triggered
      once, if all of the configurations of the matrix succeed. The downstream project
      appears to be triggered once for each configuration that succeeds.
