Allow launcher job to be configured by job instead of globally

      For Kafka [1] we include the sbt jar in-tree (ie lib/sbt-launcher-0.7.7.jar) to make it easy for people to get started. We would like to be able to specify using that in-tree jar with the sbt plugin job config instead of using the global plugin launcher configuration. (We also don't want to have to bother Apache INFRA for every sbt release.)
