      The email-ext option places most functionality under projects but sometimes you would like to change the behavior for all projects. In my case, for example, I'd like to disable failure notification spamming for all the projects (by unchecking all the boxes in a still-failing trigger). The only way to do this right now is to add the trigger for every single trigger. Instead, I propose that the options also be added to the Jenkins configuration, with the project configuration overriding the default options.

          I think this would clutter up the global config too much, plus in the future you might be allowed to have multiple instances of the same trigger, so which one would override which one?
