I have tried reproducing this on the following basic setup:

OS: Windows XP x64
Hudson 1.167
AppServer Winstone & Jetty
No front end
Java 1.6.0_03

Under these conditions, the link is correctly resolved.

I think the only significant difference is you are using Apache HTTPD

Could you mail me links to the downloads for the Tomcat and Apache versions that
you are using and your config files for them as I would like to get to the
bottom of this.
