We exclusively use snapshot views in our jobs (not dynamic where it seems to work). We noticed in this mode that checking the "Create ClearCase report" does not display the config spec. I have attached a patch that fixes this behavior.

Also, as an improvement. If the config spec includes a csp file, that file and any transitive included files are exploded in the clearcase report, which we find very handy. The patch addresses this as well.
